Government Directs District Councils to Reconstitute Village and Area Development Committees

Ministry of Local Government Unity and Culture has directed district councils to reconstitute all village development committees VDC’s and area development committees ADC’s

A letter from secretary of local government unity and culture to district commissioners says the ministry is aware that VDC’s and ADC’s were constituted in 2019 following the general elections in accordance with the Guidebook on Local Government system in Malawi

James Chiusiwa says their reconstitution would have been in 2024 or earlier as government may, otherwise direct

Chiusiwa has revealed that the directive is made due to rampant complaints and queries the ministry has been receiving from across the country on the conduct of members of some VDC’s and ADC’s

He says the complaints are on gross mismanagement of their functions and responsibilities as well as elements of corruption

For instance there have been complaints regarding favoritism in selection of beneficiaries of different government programs

In order to address these challenges the ministry has decided to reconstitute the committees therefore Chiusiwa has advised district commissioners and chiefs to ensure the members to be elected in VDC’s and ADC’s should be people of integrity who are willing to serve Malawians without favoritism.
