Center for Human Rights and Rehabilitation CHRR has written Independent Complaints Commission to institute a thorough and independent investigation into the circumstances surrounding the death of Chipiliro Mkulira, a crime suspect.
Mkulira was arrested on 12 January 2026 by Lingadzi police and died while in police custody.
In a letter signed by CHRR Executive Director Michael Kaiyatsa, an autopsy conducted by Dr Mwale reportedly revealed that the deceased had sustained broken rib.
Speaking in an interview Kaiyatsa said the findings strongly suggest that Mkulira may have been subjected to torture, inhumane or degrading treatment.
“On Sunday, we received a complaint from a person who said is a relative of the deceased who said their relative was taken by police and they were suspecting that he died after he was beaten, so as an Organisation, we took the matter to find out what really happened and we took the body to hospital for postmortem which indicated that the person was beaten and one eye was removed”. Said Kaiyatsa.
“It is reported that Chipiliro Mkulira who owned a car had a disagreement with a person after selling his car to him and later decided to sell the car to another person. Later on the previous buyer reported to police that his vehicle was stolen”. He added
Kaiyatsa said currently they are waiting for independent Complaints Commission to finalize its investigations on matter.
Kaiyatsa expressed optimism that the commission will carry out its duty on the matter diligently and without delay saying the matter is a serious human right issue.
He has therefore urged that any Police officer found to be responsible for the actions that led to the death of Mkulira will be held accountable in accordance with the law.
